Be weary of places like elance or rentacoder, most of those developers are offshore, and I've heard many horror stories from off shore development (abandoned projects, non-binding contrarcts, incomplete work, incompetant work) , stay local (US) if possible.
Web conferencing with video ? voip or just IM? Anything with VOIP (voice) or Video is going to require some hefty hardware and networking resources,
